Liquid Measurement systems are necessitated by agreements between petroleum buyers,sellers and transporters along with appropriate customs and/or governmental authorities.These agreements outline how the fluid is to be measured and how the results will be traceable to recognized standards.It is important to note that everyone involved has an interest in the true net volume or associated mass.In addition to meeting the requirements for accurate measurement; systems must meet numerous safety and construction codes and standards.The measurement equipment used,must be well maintained,periodically verified/calibrated,operated correctly,and documented properly.This paper will discuss performing Liquid Measurement System Surveys from the standpoint of determining the condition of existing equipment,and to generate a detailed report with findings of existing condition/functionality,and recommendations on how to improve the system under review.Recommended improvements can be:additional maintenance,upgraded equipment,increasing personnel training,or changes to operating procedures.
