THE INSPIRATION OF BOT FOR CONSTRUCTION AND MANAGEMENT OF URBAN ENVIRONMENTAL INFRASTRUCTURE IN SHANGHAI

The privatization of municipal solid waste disposal is a vital component of circulation economics. Compared to the infrastructure of other developed cities, the development of the infrastructure for municipal solid waste disposal in Shanghai started up relatively late with many historical liabilities. This is demonstrated by the lack of capability to process the waste, low waste management standards. Thus, the city has yet to fully achieve the demand to "minimize, recover, and detoxify" municipal solid waste in Shanghai. In 2004, the Shanghai government published Document #28 " Principle Agreement for the Privatization of the Environmental Industry", and has quickened its pace to privatize this industry since. In response to the current situation where the fast privatization pace of the environment industry and the associated operational policies are holding back each other, the author suggested bringing in the BOT operations. The author also briefly explained the meaning of BOT and its effects, concluded the implementation of BOT on the environmental infrastructure in Shanghai, analyzed the necessity and feasibility of implementing BOT in the municipal solid waste disposal industry and its associated risks, and suggested 9 policies in regards to the implementing BOT in the privatization of Shanghai municipal solid waste disposal; 1 ) to expedite on the regulation of licenses for the solid waste disposal industry; 2 ) garnering the support of the government, to develop multi — faceted investment, construction and operation bodies; 3) to have the government and investors to jointly promote the concept of "maximum social benefits" and "reasonable economic returns"; 4) to have the government reinforce on direction, monitoring and support; 5) to guide investors to produce locally and reduce production costs; 6) to select investors based on competitive bids or solution proposals; 7) to have the government and investors share reasonable project risks; 8) to establish effective regulatory policies regarding investing bodies; 9) to employ established tendering committees.
