Due to liberalisation and regulation of the Dutch gas market cost reduction has become a major target for gas utilities. This is achieved by reducing maintenance and investments but should not lead to a decrease in safety and security of supply. Gastec has developed a method for prudently balancing these risks and costs. In cooperation with the Dutch gas utilities and EnergieNed a spreadsheet-based method to determine the costs of safety and reliability was developed. The calculations are based on the risk determining components in the gas grid (pressure regulating stations and pipelines) combined with grid configuration. In order to make the program applicable in practice default values are given. Data is obtained from literature or derived from available failure and maintenance data. Seasonal influence of gas supply is also accounted for. Maintenance planning and scenario studies can be performed in order to show the economical effects of managing risks.
