Driving the market for plug-in vehicles: Lessons from California's ZEV Mandate

This paper studies the California Zero Emission Vehicle (ZEV) mandate. The mandate was first introduced in Califonria, and has since been adopted in other US states. Simiular regulations have been introduced in Canada and China. These policies regulate automotive original equipment manufactures (OEMs) to produce a certain number of electric vehicles, or procure a certain number of credits. This review paper investigates the impact of the mandate on the commercialization of ZEVs, emissions, vehicle cost, and other issues.
