This article reveals the limitations and opportunities for development of sub-regional units with agro-industrial specialization under the conditions of unstable Russian economy. The authors demonstrate the features of the strategic analysis of the development of sub-regional units with agro-industrial specialization and the necessity of taking the development risks into account.
