E-readiness assessment for e-govemment in Sudan

E-Government is become an important tool that governments around the world tend to use in order to facilitate governments service. Currently governments in many of developing countries are planning for e-government projects. This is mainly to facilitate governmental services for citizens and better control for their documents over the manual process. However, many of which countries have different levels of readiness toward e-government projects. From reviewing the literature of similar issues in developing countries it's found that cultural factors play crucial role in the progress of e-government projects. This research is aimed to assess the effect of cultural factors in readiness of the e-government in Sudan as an example for developing countries. Four cultural factors are chosen and are studied as effective parameters on readiness of the e-government; age, gender, education levels and monthly income level, these factors are analyzed according to both sides of process; citizens and employees. This study also addresses impact of the e-government on transaction from many aspects. This study is a survey research. From collected data numbers of results have been noticed; one of the most noticeable point where the four cultural factors which have impact on readiness of the e-government: age, gender, education levels and monthly income level. When the four factors set, in analysis, as parameters it's found that Both users; citizens and employees; believe that there are numbers of benefits in applying transactions throughout e-government such as: facilitates transactions, increase the efficiency and effectiveness of services, keep time and effort as well as address some administrative corruption.
