Existing nuclear power plants and research reactors in the United States were built many years ago and are based on analog instrumentation and control (I&C) systems. As these facilities are upgraded and granted operating license extensions, they are converting their I&C systems to digital systems The introduction of networked digital systems and components to the plant or research reactor introduces new cyber-security attack vectors not present in analog I&C systems Addressing these new vectors is essential to establishing a comprehensive plan for reactor safety and security The experimentation platform described here provides a means for researchers to evaluate cyber-security properties of I&C systems for new construction and inclusion of digital systems in existing reactors One significant question that reactor operators must answer is "what are the possible impacts of adding a new component to a reactor?" This platform provides a safe and accurate means to identify and evaluate these impacts.
