This paper describes the current situation of the assistance dog system in Finland; problems, development needs, benefits of assistance dogs and suggestions for a new system. The Ministry of Social Affairs and Health asked the National Institute for Health and Welfare (THL) to investigate the current situation, problems and development needs associated with the system of assistance dogs (ADs) from the perspective of NGOs, customers and hospital districts. It was one of the objectives listed in the Government Programme (2011-2015) as part of a major survey of rehabilitation and assistive technology services.
