Energy chemical industry is one of the important pillars of the national economy, rapid and stable development can promote economic sustainable development. However, with the continuous increase of energy demand, energy and chemical industry project refinement, a lot of negative problems in the industry. This study aims to provide the comprehensive quality evaluation for our country energy chemical industry project new methods and new ideas, as well as the government or enterprises to provide certain theoretical basis for related project investment. Researchers according to the characteristics of energy chemical industry using the system engineering to establish energy chemical industry project comprehensive quality evaluation index, using the method of extension engineering of matter-element extension assessment model is established, to determine evaluation index classification, calculate the correlation of each evaluation index weight and the corresponding evaluation grade, the final form of energy chemical engineering projects quality evaluation system. In addition, through three real energy chemical industry project, the research on the evaluation system of empirical validation, the evaluation result is consistent with the project actual strengths and weaknesses. The evaluation system of scientific, reasonable, and has certain application value, can be used widely in the energy chemical industry.
