This thesis analyzes the difference between industrial energy consumption and agricultural & service energy consumption through relational grade index and based on status quo of industrial energy consumption of Hebei province. Also, the thesis analyzes and predicts the industrial energy consumption during the period of the 12th "Five-year Plan" of Hebei province through Grey Model. The analysis results show that industrial energy consumption is the main energy consumption of Hebei province, and the energy consumption per unit of industrial added value shows a trend of steady decrease. It indicates that there is still a considerable space for industrial energy conservation in Hebei province. On the basis of the above, this thesis puts forward some suggestions on the promotion of industrial energy conservation so as to realize the industrial circular development of Hebei province.
