Since the reform and opening-up, the speed of urban development is significantly higher than the speed of rural areas. So a large number of rural surplus labor force started to transfer to cities, which has great strategic value and practical value for stimulating local economic growth and increasing farmers' income.Less-developed regions in the central need to take various measures, such as attaching importance to the rural education, accelerating rural human resources development to realize the transfer of labor force successfully. At the same time, quality of rural labor force must be improved and the rural economic transition has to be speeded up. The traditional agricultural should march toward industrialization transition gradually. And the urban-rural division barriers should be broken. Finally, the harmony common development for both urban and rural areas could be realized."Three-agriculture" is still a difficult problem in the construction of a well-off country. The difficulty to solve "Three-agriculture" is increasing farmers' income. And the most fundamental measures to increase farmers' income is to further the development of rural human resources and to promote rural labor force transferring to non-agricultural cities. So labor force transfer is of great significance to economic. The effects and significance labor force transfer making to the local economy is discussed in this paper.
