The synthesis of luminescent near-spherical carbon nanoparticles by laser ablation of a graphite target in a liquid environment is reported. The particles were 1-8 nm in size with the inner structure depending on the liquid used. The exhibited strong photoluminescence (PL) which can be tuned from the near-UV to the green wavelength region by controlling experimental parameters. The highest intensities of the emission bands were detected for the excitation wavelength of 400 nm. An improvement of surface and optical characteristics was observed after additional laser treatment. It was suggested that the laser induced non-equilibrium liquid chemistry results in surface modification and in the enhancement of the photoluminescence of the synthesized nanoparticles.
