Providing a safety working environment that completely eliminates or, where it is not possible, minimizes the risk factors for the occupational health and system safety is possible only with the proper risk management. The current methods, used for risk analysis, consider hazards as reference, identify various risks depending on these hazards, and specify the protective measures to be taken against the determined risks. However, these methods don't provide any assessment for overall risks at the work environment. The main purpose of this study is that to enable the analysis of the risks that dominate the operations with recommended method. "Quality Function Deployment", commonly used to improve system and product quality, is effectively utilized to increase customer satisfaction by translating the customer expectations or requirements to the product and design parameters. This method utilized a schema called as the "House of Quality". The schema consists of customer requirements (CRs) and their weights, technical characteristics (TCs) and their interdependencies, correlation matrix between TCs and CRs, and perceived quality of the product. In this study, an approach, inspired from the "House of Quality", which is designed to analyze risks at different levels caused by various hazards and to evaluate the combination of those risks, has been proposed. In this approach; Mamdani fuzzy inference mechanism is used to calculate importance degrees of activities; The Buckley AHP method is used for calculation of importance degrees of risks. For application; mining sector was preferred due to its complex activities and high level of risk.
