In the new era, it is important to build and strengthen the rural teachers' team, form excellent talents to contribute to rural education, and realize the good vision of “going down, staying and doing well”. The policy guidance is very important to the degree of recognition. The survey results show that the general normal students of free directional primary school do not have a high degree of in-depth understanding of the policy, and there are differences in their gender, source of students, parents' education level, family economic level and so on. To strengthen the awareness of the policy, we can start from the overall design of top-level policy, strengthen publicity, flexible mechanism, professional development and so on.
