Dissipation in the Vicinity of a Oscillation of the Mechanical System

In work for the oscillation of the mechanical system, a "universal" smooth stabilizing control is proposed, which leads to dissipation in the vicinity of the oscillation. In the particular case of equilibrium, the Rayleigh dissipation is obtained.
