As affected by the conditions of population, economy, and water resources, the water environment is gradually being destroyed. At the same time, the overlapping functions, poor cooperation, and the different system construction standards increase some difficulties for water environmental management. Therefore, it is urgent to access the comprehensive data from the management department and build a database. In this paper, the database of the Qingyi River basin in Xuchang is designed, which plays an important role in water environment management. In order to achieve the database construction of the Qingyi river basin, the paper, based on ArcSDE + Oracle, makes a deep research on the conceptual, logic, and storage design for database, and then proposes a data integration processing method to solve all various types of data sharing problem. Finally, the database can achieve the functions of data query and statistical analysis. This research shows that it provides a database standard and data support for the integrated management platform, and realizes the multi-department integration application.
