1 To reach Greenhouse gas reduction goals, a major change in energy source and use is required. 2 The renewables being developed, solar and wind, are intermittent - a flexible source such as hydropower is required to balance these. 3 Coordination between the Northeast USA and Hydro-Quebec can be a cost- effective solution to meeting these goals.
