The final rule, as it currently stands, allows for most power plant water discharge to continue as long as the waste stream meets certain requirements. However, the current wording of the rules as they pertain to ash transport water allow for zero discharge. This means that existing bottom ash sluice systems, if they are to remain in service, must be converted to include full recirculation with no discharge of transport water at all, ever.
