The activity of industrial enterprises is considered in the article. Improvement of procedures for production and technical activities is inextricably linked with the work of personnel, and is carried out by increasing its qualifications. Top management is interested in the continuous growth of professional staff, and in the development of their personal qualities. Improving the skills of employees is the most important factor in reducing staff turnover and increasing the efficiency of work, competitiveness and further successful development of the enterprise in the changing conditions of market economy. The article proposes a methodology for assessing the planning and development of an advanced training plan based on the analysis of the failure of HR functions.
