Frontloading of OM experience in offshore wind farms - (PPT)

The research in this paper reveals how operation and maintenance (O&M) experiences can contribute to reduction of the levelized costs of energy (LCOE). The research was conducted from June 2014 to May 2015, using a qualitative deductive research approach. Offshore wind farms are complex production systems (CoPS) as they are "small power plants at sea". This context has an important impact on the structuring of project management in offshore wind farms. The findings show a need for frontloading of an organization's previous experiences from offshore project suppliers, in order to plan for alternatives before the project starts. This approach is in contrast with the usual stage-gate approach in project management. Additionally there is a need for frontloading and continuous utilization of training from parallel projects and parallel components. Project management and project team members need awareness of both centralised knowledge creation captured in centralised processes and systems and locally distributed knowledge creation from uncertainty, and the opportunities emerging to make a contribution to reducing LCOE. A model called Project Management Frontloading in offshore wind is developed from the summary of research findings. The model can contribute to the change needed to integrate frontloading issues in future projects, both in relation to project management and project member activities. The model can also be used by academia for dissemination of the need and content for frontloading in offshore wind projects.
