Maritime emergency disposal is performed by a group of personnel where teamwork makes dominant effect. In order to enhance the group performance of the workflow for maritime emergency disposal, the task interaction and information delivery should be fully assessed and optimized. As the workflow among the personnel is a recursive process that includes instruction iteration, judgment exchange, correction feedback etc., the combined impacts of multi-person collaboration need to be scrutinized. In this paper, a revised Petri net is employed to model the workflow and the interactive behavior among the posts. Over the Petri net model, fuzzy evaluation method is used to calculate the error proneness of the message circulation. By estimating the propagation path of the erroneous messages and the correction mechanism, the fault tolerance and recovery capability is defined to quantify the effectiveness for the workflow. Basing upon the above analysis, we propose a novel efficiency evaluation framework for maritime emergency workflow which can encompass the response time, accuracy of judgment and convergence of decision consensus for multi-task disposition.
