Benefits of Multi - Purpose Hydrotechnical Systems in Urban Areas of Developing Countries, Example od Montenegro

The need for the construction of multi-purpose hydrotechnical systems is the reality of each country, because their construction assumes the solution of many key issues for its survival as a functional community. Due to their location and functions, these systems inevitably affect some natural processes and balances; therefore, they are often criticized by environmental and other movements whose only focus is on the conservation of nature. The further aim of this analysis is to contribute to a better understanding of costs and benefits of building these systems, but also to the methodology of the process of explaining which would, in many cases, eliminate the present, and often unnecessary doubts about what, where and how to build.
