HSE Golden Rules: An Application Case on a Floating Production Storage and Offloading Vessel

Managing effectively and efficiently HSE and its associated systems and procedures can become way over complicated in the oil & gas industry of today. Most of the major companies implement structured documented management systems which are clogged by a multitude of manuals, procedures, work instructions, forms, registrations, permits, etc, with the conviction these will prevent deviations, incidents and injuries. The result instead can be frustration and confusion for those who must comply and those who must enforce, particularly for the small Contractors who encounter different procedures, or variations of them at every site they go to. For this reason some companies (co-incidentally those who have created these convoluted behemoths of safety systems) have tried reduce the confusion and the new risk this has created by introducing a smaller and simple set of basic principles, the so-called “Golden Rules”. This paper presents the application case of a set of “HSE Golden Rules” implemented on a Floating Production Storage and Offloading Vessel (FPSO). The mandatory 12 HSE Golden Rules reinforce what employees and contractors must know and do to prevent injuries, accidents and any threats to the Health, the Safety and the Environment. The rules emphasize individual responsibility and HSE Leadership while encouraging everybody who observes a breach of the rules to stop work if it is unsafe or can harm the environment or the health. This paper reports the specific experience of this application and describes also some Implementation Cornerstones and tools used to strength and steer the use of the Rules. The paper concludes with the lessons learnt resulting from this application. HSE Golden Rules can instill a culture of HSE awareness throughout the Company in order to reduce the risk of having HSE incidents. The Rules can provide clear, simple and consistent communication regarding risks in the workplace, and can highlight simple actions individuals can take to protect themselves and other and the respect the environment.
