(1)CSR: The Europen and Latin-American Perspectives on International Cooperation

The 1st EU-CELAC Summit of 2013 (7th Summit CELAC-EU)culminated with the Santiago Statement, which priorities were included in the Action Plan CELAC-EU 2013-2015. The CELAC, Community of Latin American and Caribbean States, was created in 2010 and represents a new opportunity to construct with a counterpart for the European Union. The 8th Chapter of the Action Plan, called “Investments and Entrepreneurship for Sustainable Development”, 1st subsection, deals with Corporate Social Responsibility (CSR). This matter is considered as a key factor for business sustainability and competitiveness of national economies, and thus as a field to rethink the bi-regional cooperation. The 2nd EU-CELAC Summit was in Brussels in June 2015. In this context, the EU-LAC Foundation (created by the countries of the EU and the CELAC)put in for a study to the network Forum Empresa in order to know the level of CSR inclusion in the public sphere, evaluating the laws, public policies and incentives, and institutions dealing with this matter. The present article sets out an analysis of the greatest advances and challenges existing in the EU and the CELAC concerning CSR public policies, and presents some components for a potential bi - regional roadmap on policies and action plans which, according to the Action Plan CELAC-EU 2013-2015, may support the inclusion of corporative practices able to favour competitiveness and sustainability of firms in the two areas. This study may have an important influence on the future vision of companies located in CELAC region, especially on executives of the extractive industry and their relations with public policy decision makers.
