A scheme is proposed for predicting the effective permittivity of two-phase composites with the concentration of conductive fillers greater than percolation threshold based on the percolation theory. The predicted effective permittivities of composite material containing nickel plating short carbon fibers with high filling concentration agree well with the experimental data.
