In the electricity industry, performance evaluation generating units is very important to effectiveness evaluation unit and power generation sector. The paper carries on comprehensive evaluation to the generating performance of multi-type units based on integrated empowerment theory and ideal matter element extension method. The paper also introduces improved matter element extension model based on analyzing traditional matter element extension model. Analysis the main factors affecting the results of the evaluation, that is matter element, the weight calculation model and correlation calculation. And it constructs generating unit performance evaluation system by generating units of carbon emissions, pollutants emissions of generating electricity, generation costs and power consumption performance.
