Fixed Plant Facility Siting - A Mega Project Lifecycle Framework

Facility Siting based on tools such as Consequence Analysis (CA) and Quantitative Risk Assessment (QRA) is often times successfully applied for Brownfield operating unit projects, projects with relatively smaller footprints and for projects lasting relatively short time-periods. Challenge remains to apply and realize the full potential and value of Facility Siting for Mega-Projects. This is mostly due to project complexity and length - this paper will introduce a Management Framework to successfully apply CA and QRA as part of Facility Siting for Mega-Projects. The paper will also outline key strategies to ensure successful (i.e. value adding) implementation of facility siting, suggest a list of activities, associated sequence and pitfalls to avoid. Project Management team (e.g. Project Sponsor, Project Engineers, Managers) of both owner/operator and contractor/vendor may find this paper more useful as it provides a broad overview (i.e. when to initiate, how to plan, execute and close such assignment to maximize value) including real life examples of facility siting process over the project lifecycle.
