Alberta 2013 Flood Response: A Transmission Story

The Alberta flood in June of 2013 was a widespread natural disaster that impacted the southern half of the province. The Alberta Government has estimated cost of recovery and rebuilding in the province is over five billion dollars (CDN). This paper outlines the basic weather phenomena that contributed to the flooding. It illustrates that the impacts of the flooding on the bulk electric transmission system were minimal while showing the localized challenges faced by some of the weaker transmission areas. It discusses how AltaLink (the primary transmission facility owner) was able to respond to the emergency by enacting a pre-prepared Emergency Response Plan (ERP). Finally it illustrates that integrating lessons learned once the ERP for a given incident is closed will better prepare the utility in future ERP activations.
