Hydro generation has been traditionally known for its low operating costs and high performance levels for many years. However, the industry has as encountered strong headwinds in the last 10-15 years in the form of increased regulatory mandates, burgeoning internal support services costs and an aging asset base that demands attention and resources. These factors have combined to alter how hydro’s limited resources are being distributed among competing demands for dollars in their operating budgets. The shifts in spending are not good: regulatory and support services costs are building and siphoning valuable dollars from routine operations and maintenance accounts at an alarming rate.
