ANALYSIS OF PUBLIC INSTITUTION BUILDING ENERGY-CONSUMPTION FACTORS AND CURRENT SITUATION IN NORTHERN SEVERE COLD REGION

Public institution building energy consumption is an important part of building energy consumption in our nation. According to preliminary statistics, the number of public agencies nationwide has reached 1 904 400 during past few years, and its building energy consumption accounts for about 6.19% of the total energy consumption of the whole society, mainly including building envelope energy consumption, energy consumption of HVAC systems and equipment, lighting and office equipment energy consumption. Shenyang region as the main object of study of census, this paper analyzes the status quo of the public institution building energy consumption in northern severe cold region, and explore the way and the basic status of public institutions energy consumption. Besides, according to the relevant regulations and policies, the reasons for current situation of public institution building energy are analyzed. Eventually, the paper makes a few suggestions about severe cold regions of northern China's building energy efficiency of public institutions.
