The Department of Mines and Petroleum (DMP) and the RadiologicalCouncil share areas of responsibility in the regulation of radiation safetyfor mining operations in Western Australia. The DMP regulates radiationsafety for mining operations under the Mine Safety and Inspection Act 1994and the Radiological Council administers the Radiation Safety Act 1975. Toavoid unnecessary duplication, both agencies jointly recognise the statutoryrole of radiation safety officers at each mining operation under the two Acts.The DMP and the Radiological Council recognise the need for consistency inregulation and the value in avoiding overlap.A memorandum of understanding (MOU), regarding the regulation ofradiation safety for mining operations, clarifies administrative arrangements,roles and responsibilities and working arrangements between the DMP andthe Radiological Council. The MOU, signed in January 2013, also establishedthe Radiation Liaison Committee (RLC), which provides a framework forcoordination and collaboration between the two regulators. The role ofthe RLC is to ensure effective coordination of the regulation of radioactivematerials at mining operations including, but not limited to:-- the appointment of statutory radiation safety officers-- approval of radiation management plans-- approval of radioactive waste management plans-- managing mine closures, decommissioning and rehabilitation-- other relevant authorisations.The MOU is publicly available on the DMP and Radiological Councilwebsites.
