Physical Protection (Security) Requirements for the Transport of Uranium

The Australian Safeguards and Non-Proliferation Office (ASNO) is responsible for regulating security of uranium in transport, which covers movement of uranium from a mine site until the final overseas delivery port. Uranium mines, transport companies (road, rail and shipping), ports and stevedores are all subject to the requirements of the Nuclear Non-Proliferation (Safeguards) Act 1987. This paper will outline ASNO’s broad transport security requirements. Transport security requirements also naturally intersect with transport safety requirements, which are normally the responsibility of individual states and territories in Australia. With the potential for increased movement of uranium in Australia, including interstate transport, the paper will present a view on how the regulation of transport security can be managed efficiently and effectively for the benefits of all parties involved, including industry.
