A Study on the Maritime Safety Assessment Model in Korea

There are more than 3,000 islands along Korean coast. The waterways toward major ports, such as Busan, Incheon, and Kwangyang are geographically surrounded with many islands, specially narrow, and then the visibility of the channels may be severely restricted Autumn and Spring. Moreover, the maritime traffic capacity in several waterways has been gradually increased over the past decades. Some areas underway offshore constructions and bridge constructions at sea restrict severely ship maneuvering. As a result the waterways are always exposed to potential risks of marine accidents. In order to reduce the potential risk and maritime accidents, it is important to assess quantitatively the risk on waterways and to resultantly establish traffic safety measures on demand. The revised Korea traffic marine law 2009 requires the implementation of maritime safety audit and a quantitative assessment of marine traffic environments. However, we have no risk assessment model which is suitable for our situation. The maritime safety assessment has been conducted by the qualitative method which is mainly based on user requirements as well as ship handling simulations. This research aims at the development of quantitative risk assessment model which reflects Korean marine traffic environments and ship operators' maneuvering environments. Our proposed model can be utilized to establish maritime safety counter-measure and to recognize real-time risk. This paper analyzes marine traffic environment assessment factors and establishment of basic model through research of vessel navigator's risk on-the-spot survey & test which necessary with the establishment of developing model through the ship-handling simulation test & diagnose assessment model and real time sea area assessment monitoring system & safety assessment model technology development.
