A STUDY ON ESSENTIAL COMPETENCE FOR INEXPERIENCED VTS OPERATORS

Japan Coast Guard (JCG), which is the Vessel Traffic Services (VTS) authority in Japan, has operated education by managerial level for VTS Operators since 2010. This education system has followed with the IALA recommendations. A VTS simulator is an essential training tool for especially the candidates or beginners of VTS Operator to enhance their competence. JCG has also imported it and has operated fundamental simulator training for the candidates since 2010.
