As part of its proposal to revise the Particulate Matter National Ambient Air Quality Standard (PM NAAQS) the US Environmental Protection Agency (EPA) proposed a Secondary PM NAAQS to provide public protection from the visibility effects of PM.1 This proposal is unique in that the Secondary PM NAAQS would be based on PM contributions to light extinction levels in place of the traditional measured PM mass concentration. This is the first time that any NAAQS would use a metric other than the measured mass concentration or mixing ratio of the criteria pollutant.
