In this paper, a novel multipath propagation model is presented for air-ground (AG) channel over sea surface whose roughness is determined by different wind speeds. The path loss is deduced and verified using the measurement data. The results show that our model is applicable to describe the multipath behavior and is generic for the design and optimization of low-altitude wireless communications over the sea environment.
