Obviously, the issue of juvenile delinquency represents a domain with profound implications for the decisional factors involved in the elaboration of penal and social reinsertion policies. The age specific psycho-physiological characteristics, the impact of new informational technologies and globalization have a significant influence on current adolescent generations, making relative the traditionally established educational and cultural accumulation patterns. Juvenile delinquency, as a deviant phenomenon, constitutes a reality of all societies, regardless of temporal markings, however, the means of treating and intervening upon the linked problematic have known a significant rise in the past decades. Through the range of assistance services destined for minors, the penitentiary system needs to sculpt their personality and conduct, and to obtain the results expected by society, seeing that, obviously, school, family, the support environment, society in its whole, have previously failed. The role of institutional partners and that of the legal frame that is currently changing with regards to the imprisonment of minors is of utmost importance for surpassing the limitations that the penitentiary institution meets in the social reinsertion process.
