ALTERNATIVE PENALTIES FOR DRUG USERS Sleam Adela

Drug abuse is a complex, multidimensional and dynamic phenomenon, a concern for all persons involved in social life. Therefore, the legal and institutional workframe in Romania allow an adequate approach of the drug use, from the perspective of providing a proper medical, psychological and social assistance, in an integrated manner, aiming rehabilitation and social reinsertion. Integrating the drug user in an appropriate services system is much more efficient than prison penalty. It is to be notice a change of thinking by emphasizing the cure of the individual disease through assistance, counselling, treatment and social reintegration and only complementary by legal punishment and social isolation for breaking the law. Such intervention methods generate a growth in public safety by supervising and assisting persons who broke the law on the basis of drug use. These persons are permitted to stay out of the prison, but they are commited to obbey some regulations. Allowing the freedom of the dug users who broke the law aims decreasing criminality, diminishing the risks of a second offence and increasing the level of public safety. The purpose of using these methods is to change the undesirable behaviour of the criminals so they could eventually undertake the social role in an acceptable manner for their community.
