Monitoring of New Countryside Construction Process and Its Network Platform

In this study, taking the aim and the construction contents of the new countryside construction (NCC) as fundamental basis, the monitoring index system and the monitoring methods of NCC process were proposed. Delphi and AHP were used to determine index weights, single factors were evaluated by the relative coefficient evaluation method, a comprehensive evaluation model was established to evaluate and monitor the process of NCC. The grading standards of NCC level and the dynamic development types dividing method of NCC were proposed. At the same time, the overall aim of NCC process monitoring network platform (MNP) that is to build a multiservice transmission system was put out, which managerial hierarchy is a 5-grade and 3-level monitor-analysis-decision management system; and the MNP was established with a 5-grade hierarchy and structure including DA (Data Acquisition), DM (Data Manipulation), CD (Condition Diagnosis), RD (Regional Decision) and ND (National Decision). The research achievements will provide a theoretical basis for the monitoring of the NCC process. (Abstract)
