Liaoning coastal economic belt development has risen to national strategy. Port-vicinity industry cluster of Liaoning coastal economic belt include the port group of Dalian port and Yingkou port as the center and the surrounding logistics industry, the port-vicinity industry, modem service system for the port economic. Port-vicinity industry cluster of Liaoning coastal economic belt have already begun to take shape and been supported by the national and provincial government. But there are some areas in need of improvement. In order to solve the problems, this paper puts forward play the government leading role, create favorable development environment for the port-vicinity industry development; develop environmental protection industry, promote circulation economy construction; optimize harbor configuration, improve the whole service function; support by the construction of industry cluster, improve the competitiveness of the industry.
