CHPs (combined heat and power plants) can generate and supply positive and negative control power; WTs and PVPs could theoretically also supply negative control power, yet this is disputable from a macroeconomic point of view; Definition of control power according to § 2 no. 9 from the Electricity Grid Access Ordinance (StromNZV): "the energy used to compensate for power imbalances within particular control zones".
