The DEA/AHP Model of Natural Disaster Risk Assessment

The paper utilizes the advantage of DEA (data envelopment analysis) determining the weight of assessment units to improve AHP (Analytic Hierarchy Process method). And then a DEA/AHP model applicable to natural disaster risk assessment is established. According to the example of urban flood risk assessment, the AHP judgment matrix constructed by DEA/AHP model can avoid the subjectivity of only using AHP to carry out assessment and reduce the difficulty in subjective estimation.
