With reference to other existing achievements and experiences, finite volume method is used to solve Saint-Venant equations to simulate the process of waterlogging. Improvements on data processing, gridding and visualization are presented and a method for simulating the process of waterlogging based on GIS is carried out. Taking Harbin as study area, an empirical research is made. This research is a key content of risk analysis and management for city waterlogging disaster. Meanwhile, this method which based on GIS provides an idea for automating simulation of woterlogging.
