Hazardous Waste Combustion MACT - Alternative Monitoring Request and Waivers

Hazardous Waste Combustion (HWC) facilities may submit alternative monitoring application (AMA) request to use alternatives to operating parameter monitoring requirements. These requirements are needed to ensure compliance with the emission standards pursuant to the HWC Combustion MACT rule. This paper describes the information needed for the agency to make determination. Facilities may request approval to waive performance test on a unit by conducting the test on an identical unit or using Data in Lieu of (DILO) provision in the regulations. The regulations also provide for opting out of performance testing by utilizing maximum theoretical emission concentration (MTEC) procedures for metals and chlorine. There is an alternative available to comply with Alternative Particulate Matter Standard and Health-based compliance alternative for Total Chlorine. The paper provides examples on AMAs, DILO, MTEC, and other alternative requests/waivers received by the EPA Region 6.
