EPA Issues Final Response to Petitions for Reconsideration of Hazardous Waste Combustor MACT

EPA finalized emission standards for hazardous waste combustors on October 12, 2005 (70 FR 59402). The final maximum achievable control technology (MACT) standards replaced interim standards that had been in effect for hazardous waste incinerators, and cement and lightweight aggregate kilns that burn hazardous waste (i.e., the so-called "Phase 1" units) since February 13, 2002. The October 12, 2005 rulemaking also finalized similar MACT standards for boilers, process heaters, and hydrochloric acid production furnaces that burn hazardous waste (i.e., the "Phase 2" units).
