NJ Commerce should undertake a consumer intercept opinion survey summer 2006 to quantify travel motivations and measure attitudes to sight of turbines, the state should conduct baseline studies of coastal waters to inform federal rules and develop data regarding ocean uses, natural resources and assess tourism and related economics, the potential of the technology as a renewable energy source should be explored further. Following collection of baseline data, this should be done through a carefully monitored and tightly controlled test project.
