To promote the efficient use of resources in the developed world there is a recognised need to make best use of existing infrastructure. Whole Life Costing in combination with computational modelling techniques can be used to satisfy this need. This paper outlines the development of WLC for the capital and operational management of water and wastewater networks based on the detailed consideration of holistic performance and the explicit linking of costs to their drivers.
