In this paper, we seek to optimally locate EMS vehicles at existing stations. To take into account issues of fairness, we propose a bi-objective model for locating EMS vehicles. The problem is formulated as an integer programming model. The objectives are to maximize the number of covered demand zones and to minimize the maximum distance between each uncovered demand zone and its closest opened station. Theε-constraint method is applied for solving this problem using real-world data collected from Hanover County, VA. The results are compared and discussed to provide a set of alternatives for decision makers.
