Economics-driven system development utilizes strategic frameworks, models, and data to identify options, evaluate benefits, understand tradeoffs, and execute decisions to help enable successful system development. Return-on-investment analysis methods provide one perspective for quantifying the economic value from system development techniques. This research investigates the usefulness of return-on-investment analysis methods for software engineering and applies them to evaluate the benefits from software peer reviews for defect prevention. This work also defines the disciplined process steps that constitute the particular software peer review technique used in the environment that provides data for this study.
