Multi-Pollutant Control with a CFB Scrubber System

The paper will discuss the Circulating Fluidized Bed (CFB) Scrubber System installed at Public Power Generation Agency's (PPGA's) Whelan Energy Center Unit 2 (WEC2) in Hastings, Nebraska. The design of the CFB Scrubber System, including scalping electrostatic precipitator (ESP), reagent preparation system, CFB absorber, pulse jet fabric filter (PJFF), and ash handling system will be reviewed. Results of the initial emissions compliance test will be presented, as well as ongoing emissions data collected by the Continuous Emissions Monitoring System (CEMS). Operational requirements will be discussed, including normal daily operational requirements, operational limitations, and operational issues that have been faced by plant operating personnel. The maintenance requirements of the CFB Scrubber System will be discussed, including maintenance schedules and manpower requirements. Plant modifications that were made to address operational issues implemented during plant startup will be described. Finally, recommendations will be made for consideration in future designs.
